Vehicle regulation modes in Motive classify vehicles based on their usage and legal requirements, directly impacting compliance and data collection. Regulated vehicles (CMVs) are used for commercial purposes and must adhere to federal and state regulations, while unregulated vehicles (Non-CMVs) are exempt from most commercial rules. Properly selecting the correct mode for each vehicle ensures compliance with hours of service (HOS) tracking, safety, and reporting requirements. Motive supports the following regulation modes:

  • Regulated vehicles (CMVs): When a Driver is in Regulated mode and connected to the Vehicle Gateway, the system automatically records vehicle movement as Driving to ensure compliance with regulations.
  • Unregulated vehicles (Non-CMVs): Exempt from many commercial regulations, typically due to their type or usage.

Choosing the right mode ensures that vehicle data is collected accurately and remains compliant with both operational and regulatory standards.

Basics

The unregulated non-CMV mode is for vehicles that do not meet the criteria of a commercial motor vehicle (CMV). These are often light-duty vehicles used for non-commercial activities or those that qualify for specific exemptions.

  • Unregulated non-CMV: Vehicles not subject to FMCSA regulations (e.g., personal use, small cargo vans).
  • Qualification requirements: A vehicle must not require a CDL, must not transport hazardous materials, and must not exceed certain weight limits.
  • HOS logging: When a vehicle is in this mode, it means HOS logging is not required, and so the driver’s duty status is not tracked for compliance.
  • Common scenarios: Personal trips, administrative tasks, or light-duty vehicles used outside of commercial transport.

Managing unregulated vehicles

Fleet managers can easily set up and manage unregulated vehicles in Motive:

  1. In the Fleet Dashboard, go to Vehicles.
  2. Click the vehicle you want to edit.

Ensure you have the right permissions to make these changes. Regularly review vehicle assignments to confirm the correct mode is set. For best results, document the purpose of each unregulated vehicle and periodically audit your fleet’s regulation statuses.

Switching Vehicle Regulation modes in Fleet Dashboard and Driver App

Motive enables fleet managers to permit non-exempt drivers to adjust a vehicle's regulation mode from their Driver App as needed.

To create a vehicle with the correct mode:

  • Single vehicle: Select the appropriate regulation mode during the setup process when creating a new vehicle.
  • Multiple vehicles (bulk upload): Fill the Regulation Mode column in the Vehicle Upload Template with the appropriate regulation modes against each vehicle when uploading from the Fleet Dashboard.

Setting the Regulation Mode for a Vehicle:

  1. Log in to the Fleet Dashboard and click the Admin icon in the left-hand menu.
  2. Select Vehicles from the menu.
  3. Click Add Vehicle in the top-right corner.

  4. From this page, you can select the Regulation Mode for the vehicle.

  5. You can also choose whether non-exempt drivers have permission to edit the regulation mode from the Driver App.
  6. Click Save to confirm your selections.
     

Editing a vehicle with the correct regulation mode:

  1. In the Fleet Dashboard, go to Fleet View.
  2. Click Vehicles and look for the vehicle that you want to edit from the list.

  3. Click the three dots against the desired vehicle and select Edit Vehicle.
  4. Go to the Regulation section, click Edit.
  5. Select the checkbox for Allow drivers to switch between modes in the Driver App.

Any ELD drivers that connect to that vehicle can now update the regulation mode through their Driver App.

Managing vehicle regulation mode

Editing a single vehicle

Only non-exempt Drivers can change a vehicle’s regulation mode once it has been set during upload. These Drivers must have permission to make the change. Fleet Admins can enable this permission from the Fleet Dashboard as mentioned above. Once enabled, non-exempt Drivers can update the vehicle regulation mode using the Motive Driver App.

Editing multiple vehicles

Drivers must change the regulation mode for each vehicle individually. Bulk editing is not supported to maintain data integrity. This approach assures accurate recording of critical events like engine power ups and shutdowns.

Fixing the regulation mode of a vehicle

  • Specify the correct mode at setup: Always select the right regulation mode when creating vehicles or uploading them in bulk.
  • Allow driver updates if needed: If a vehicle is set to the wrong mode, Fleet Admins can grant non-exempt drivers permission to update it in the Driver App. Once corrected, the permission can be revoked.

    Make sure the vehicle engine is off and the Vehicle Gateway LEDs are blinking green. If the LEDs are not blinking green, refer to the troubleshooting guide for Vehicle Gateway issues. This step ensures telematics data is accurately recorded on ELD outputs (log PDF, output file).
