The California Air Resources Board (CARB) has implemented the Clean Truck Check (CTC) program, previously known as the Heavy-Duty Inspection and Maintenance (HD/IM) program.
Overview
The CARB Clean Truck Check program, effective since January 1, 2024, establishes a new set of requirements for emissions testing and maintenance for nearly all heavy-duty vehicles operating in California. The goal is to reduce harmful emissions like particulate matter (PM) and nitrogen oxides (NOx) and improve air quality.
Enabling the CARB Clean Truck Check feature
- Log in to the Fleet Dashboard > click the Admin icon.
- Click Maintenance > click Settings tab > scroll to Emissions Test section > click Edit.
- Check the box for Allow vehicles to run CARB Clean Truck Check > click Save.

Vehicle Prerequisites
Before proceeding, it's important to recognize that there are certain requirements at both the company and vehicle levels.
Note: Enabling the organization-level setting automatically enables testing only for vehicles that meet all prerequisites. The vehicles with missing prerequisites remain disabled.
- Company Setting: First, ensure the master setting for your entire company is enabled. Follow the section above to enable the settings.
- Vehicle Profile: Once the company setting is on, ensure the specific vehicle's profile includes the following complete and accurate information:
- Vehicle registration date: This is the vehicle registration expiry date, this is mandatory for CARB testing for California registered vehicles only.
- If the vehicle is not California registered, this field does not need to be filled, we can skip it if possible.
- If the vehicle is California registered, the registration expiry date would always be a future date.
- The assigned Vehicle Gateway must be connected
- The Vehicle must be in service status
- License issuing authority is missing

| Note: Without these details, users won’t be able to enable the vehicle for CARB Clean Truck Check. Also, Motive displays show a cautionary reminder (icon) if any of the required information isn’t filled out or missing. |
Once done, start enabling the vehicle:
- Log in to the Fleet Dashboard > click the Admin icon.
- Click Vehicles > locate the vehicle you want to edit > click Options > select Edit Vehicle.
- On the vehicle profile page, scroll down to the Emissions Test settings > click Edit.
- Check the box for Allow vehicles to run CARB Clean Truck Check > click Save.
Managing vehicle
- Log in to the Fleet Dashboard > click Maintenance > click the Emissions Test.
- Use the Vehicle filter at the top of the page to search for specific vehicles enabled for the Clean Truck check by entering the vehicle ID or make/model/year.
- Use the Motive Test Status filter to filter for completed CARB CTC tests.
- Use the CARB Response filter to view the list for Pass, Fail, Not Ready and other statuses. The dashboard only displays vehicles with Clean Truck Check enabled.
- In the Motive Test Status column, the date displayed below the test result indicates when the vehicle test was completed.
- Motive Test Status: The test run by the Vehicle Gateway. It shows whether the test is complete or incomplete and the date of the attempt.
- CARB Response: The response received from CARB after a completed result is submitted.
- The Next Test column reflects when the next test is scheduled for that specific vehicle.
- The CARB Response column reflects the vehicle’s current compliance status based on the last test result.
| Note: If a vehicle fails three consecutive tests, Clean Truck Check is deactivated for that vehicle. Fleets can contact Motive support for guidance on re-enabling testing. |
Manual Testing
- Log in to the Fleet Dashboard, click Maintenance > Emission Test.
- Click Start Test for the required vehicle, test completion will require 5 minutes.

Note: Manual testing is available only during the vehicle’s 90-day testing window. Also, its available when no test has happened yet or the previous test was unsuccessful. It is unavailable while a test is in progress and after a vehicle has already passed its current cycle. Manual testing can be done for one vehicle or multiple selected vehicles. Also, the Start Test option is unavailable if a test is already scheduled for a vehicle. |
CARB Alerts
- Log in to the Fleet Dashboard, click Admin > Platform > Alerts.
- Click Create Alert > Maintenance.
- Click to select the required CARB alert type.
- On the Create Alert screen, add Name, select Trigger.
- Select Recipients.
- Set the Delivery Frequency and Method > click Save.

Who needs to comply with the Clean Truck Check program?
The program applies to nearly all diesel and alternative fuel heavy-duty vehicles with a Gross Vehicle Weight Rating (GVWR) over 14,000 lbs that operate in California. This includes vehicles registered in California and those registered in other states (out-of-state vehicles). The program's reach is broad, covering public and private fleets, owner-operators, and even vehicles leased or rented for use in the state.
What are the exemptions?
While most heavy-duty vehicles are subject to the regulation, some exemptions exist. These typically include:
- Zero-emission vehicles
- New vehicles for the first four years (with some exceptions)
- Emergency vehicles (for example, ambulances, fire trucks)
- Military tactical vehicles
- Historical vehicles
