Following clarification from the FMCSA, Motive has updated how Off Duty Personal Conveyance (PC) and On Duty Yard Move (YM), also known as special duty statuses, are managed with Motive’s ELD for both U.S. and Canadian customers. For regulatory context, see 4.3.2.8.2(b) of 49 CFR part 395, subpart B, Appendix A.
Drivers may not assume unidentified driving events as PC or YM. To record driving as Off-Duty duty status time (PC) or as On-Duty, Not Driving duty status time (YM), drivers must:
- Connect their App to the Vehicle Gateway (VG).
- Change their duty status to the applicable duty status.
- Select the applicable special driving condition (PC or YM).
- Begin moving the vehicle only after completing the above steps.
They must also ensure the connection to the Vehicle Gateway remains stable during the trip.
Any unidentified trips will be recorded as On Duty, Driving (D). These trips may only be claimed/accepted (by drivers) or assigned (by admins) as Driving duty status time.

What’s Changing
(Off Duty) Personal Conveyance and (On Duty) Yard Move must be selected by the Driver before the vehicle moves in order for the vehicle movement to be classified correctly. This change ensures that a Driver’s ELD record both reflects the actual duty status selected at the time of movement and contains all vehicle movement attributable to them.
As a result:
- Fleet Admins can no longer retroactively classify unidentified automatically recorded drive time as Personal Conveyance (PC) or Yard Move (YM) when assigning regulated trips to ELD Drivers from the dashboard.
- Drivers can no longer retroactively classify unidentified automatically recorded drive time as PC or YM when claiming regulated trips from the Driver App.
- Unidentified Trips will always be assigned/claimed as (On Duty) Driving.
- Automatically recorded drive time can only be classified as PC or YM when selected in real time before vehicle movement is recorded.
Platform Adjustments
- When assigning or claiming unidentified driving events, PC or YM are no longer available options.
- Drivers may record PC or YM if the driver correctly selects the status in real time before driving begins by following the required steps:
- Connect the Driver App to the VG.
- Change the duty status to the applicable duty status.
- Select the applicable special driving condition (aka, special duty status); and
- Only then begin moving the vehicle and ensure a stable connection to the VG
- Unidentified automatically recorded driving events can still be claimed/assigned, but will always remain On Duty, Driving (D).
Driver Workflow Impact
This change reinforces the need for real-time duty status selection. If Driver:
- Does not connect to the vehicle and
- Fails to select PC or YM before vehicle movement;
then the system logs that trip as On Duty, Driving (D), and it must be claimed or assigned as such. PC and YM cannot be applied retroactively.

What to do instead
Ignore Drive Time
The Ignore Drive Time feature allows Fleet Admins to internally flag drive time that was likely misclassified (for example, a Driver intended to be in PC but forgot to select it). When a Driver‘s record has Driving duty status time that should have been recorded to their record as PC or YM, this feature lets them fix their HOS clocks.
This feature:
- Allows Driving duty status time to be treated by the HOS analyzers as non-Driving duty status time
- Once ignored, they are treated as time spent in the selected non-driving duty status in the driver’s hours of service clocks and violation alerts.
- Does not affect the Driver’s RODS (log PDF or output data file)
- It is intended for internal visibility only
